I was referring to private businesses and industries- the military isn't one specific industry or business. They take bids, choose the lowest and, AFAIK, they don't actually tell the suppliers how much they'll get but the bids are padded, so....
I know people who work for defense contractors and they're paid very well, although they can be subject to sequesters, shutdowns, etc.
