I'm cleaning out old files and just ran across a faded xerox of a reprint of a 1968 article that was based on a Navy pamphet from the 1940s titled "The Fatal Current." In my search for 78 rpm records in the 60s, I ran across that pamphlet and have it around here somewhere....

All of us should read it and be aware that what we expect to kill us might not. And VICE VERSA.

The article is presently online at [Link: archive.is]. An edited version with a slightly better graphic is at [Link: physics.ohio-state.edu].

And it makes clear sense that it was a Navy publication. What do ships have? Electricity, wire, and.... drum roll.... salt water!
A good answer is easier with a clear question giving the make and model of everything.

Actually, fresh water is worse than salt water if you are IN the water, like a swimmer. This is because fresh water is a poorer conductor of electricity than saltwater is leading to the current flowing through the path of least resistance - the body of the swimmer. (although people always say "current follows the path of least resistance", the statement should really be that current follows all paths in inverse proportion to the resistance of the path).
