Calrad Electronics has one. It's the simplest thing in the world: a port with a piece of fiber in it that literally splits into two pieces of fiber that go to two ports. It's about 1 1/4" wide and maybe 2" long by about 5/8" high. Passive.
I once needed to have a light sensor turn on a component when a light came on. I put that sensor up against one output of this thing and ran the other output to an Optical In. Both parts worked, though I'm sure that it literally reduced the brightness of the light.
