The anchor light is never supposed to be on when the boat is under way and the nav lights are not supposed to be on when anchored, so the anchor light is usually the down position, middle is off and anchor light is the up position unless the switch is marked differently.

Check the Coast Guard site for the regs.

Well both of my boats have the R/G lights at the front and a single White light at the rear.

When the R/G lights are on the White light is on. The is no way to turn on JUST the R/G lights.

Switch positions are:
Up: R/G and W
Center: All off
Down: W only

He inspected the boat when it was daylight. I haven't ventured out at night yet but will give it a go when the lights are reliable.

But
The sheriff has done the drill with me already on regulations.

You saying he can't talk about lighting regulations until dark? What regulations did he talk about?
A good answer is easier with a clear question giving the make and model of everything.

Here’s a link with lighting regs- it has another link that elaborates.

Per Rule 23 powered vessels under 12m need only the R/G sidelights and an "all-round" white light.

Per Rule 30 the "all-round" white light meets the requirements while anchored for vessels under 50m.

1995ish Invader is the model. It's a 20' offshore fishing boat. Yam 4 stroke about 10 years old. Runs great, slight hesitation if run max for 5 mins or so. Could stand a tune up and oil change.

You're really not supposed to run at WOT for long periods unless outrunning a storm. Do you mean it hesitates if you drop the RPM and try to accelerate, or it stumbles at high RPM after five minutes? The fuel tank vent may be pulling water in as the fuel use creates a vacuum in the tank, or the vent may be positioned in a way that the spray from the hull enters.

Boat, noun: “ A hole in the water that you pour money into”
There is no truth anymore. Only assertions. The internet world has no interest in truth, only vindication for preconceived assumptions.

If your single white light in the rear is only a 180 degree light it is a running light and should be on with the running lights. Anchor lights need to be 360 degree.

Some of the configuration will depend on the size of the boat.

BOAT, acronym "Break out another thousand"

This link describes USCG lighting requirements very clearly...
