IMO the most economical solution is to run conduit to any unfinished areas. Leave a pull string, then everyone's happy.

Like Mac, I was also working for a contractor who ran fibre in some of the installs. Not one of those sites is using their fibre today and don't plan on it either.

Seems like it would need to be the fiber equivalent of current HDMI over cat extenders. If the extenders fail, grab another set.
