Looking for recommendations for separates for HT. Does anybody have experience with Outlaw Audio? All ideas and recommendations are welcome.

No, consumer junk brand. You will be hard pressed to find anyone on here that would recommend any other then the big guys. You can find a fantastic used marantz AV770(1-3) that will do up to 11.1 pretty darn cheap on eBay. The only reason not to use a older one is if your trying todo 4K, otherwise save some coin and put the money into the amp

Anthem or Audio Control

You neglected to qualify the client. What if it is going in his family room and he doesn't have enough room for 11 speakers? Sounds like he knows what he wants.

That being said, if he gets something current, he may get more than he is asking for no matter what.
