Pure speculation on my part, but some "toners" might be digital based or use a characteristic carrier. This can be used to prevent false positives, however, if one is using a receiver that expects some sort of signature to validate the signal, this receiver might not respond to a generic "tone".
Ya, when I first saw this thread I thought: I didn't know there was a 'standard' for tone generators, I'm not sure there is one. For one thing, there are so many different types for different purposes.
