capn, Any cable installer I've run into where the subject was "his" versus "our" cable insisted that everything on the pole side of the demarc (and probably also the grounding block) "belonged" to the cable company and we were not to touch it.
I see that locking up a bandstop filter would prevent theft of analog channels that weren't being paid for if it weren't so easy to break into the box. People who are going to steal cable aren't likely to stay out of a "locked" box.
