We in the midst of a theater prewire and some concerns have come up with the owner for soundproofing. There are 2 8 inch HVAC runs going through the room. The ceiling will have quiet rock and roxul above it. Would applying Dynamat to the pipes work to keep the sound from traveling through those pipes? The website looks like it is used only to stop metal rattling only?

You could change the ducting to something made to attenuate noise, wrap it with thick fiberglass after spraying sound deadening insulation on or build an enclosure around the ducts, too. Either will cost headroom, but are effective.
My mechanic told me, "I couldn't repair your brakes, so I made your horn louder."

One would need to know the frequency generated by the water traveling through the pipes along with what frequencies the damping material is effective at reducing. Would code allow wrapping pipes with a non plumbing rated material? Most of the sound transmitted would come from the attachment points of plumbing to the structure than through the air. Seems you have covered most of the noise issue already

If there's water running through the 8" HVAC, bigger problems than worrying about code!!

When you say 8 inch ducts running thru the room do you mean the vents for the room or vents thru the joists above that go to other rooms? If they are for other rooms then they should not pass thru your sound reduction layers. If they are for the vents in the room then you need to build a dead vent. [Link: soundproofingcompany.com] or google dead vent. Also never use the word soundproof to a client, the most you can do is sound reduction. True Soundproofing only happens in uber expensive commercial environments that are way beyond the scope of residential construction.
