This has been fixed.
It was a combination of fixing the power phase, and detouring some wiring to be further away from power. It only crossed power for a few feet over 400ft of wire but that was enough.
Thank you all for the help.

A victory party is in order, however, I recommend keeping a close ... er ... ear on things for a while. Be on the lookout for subtle little noises at the threshold of your observational ability. The system may still exhibit little pops and clicks as major services, such as air conditioning, start and stop. Remember, if you need it, you still have that optical trump card.
