It depends on what the budget is.
If you have unreasonably low budget, i could slap something together with Logitech harmony call it a day.
Expectations need to be discussed, design drawn and only then will you know if C4 is out of it's depth.

I was in the same situation a few months ago. I was bidding a system at a golf club. I programmed a quick demo and got the job on the spot.
