4k upscaling VS 4k player - Is there a difference

Ive still never managed to get my head around this :

If a bluray player has "4k upscaling" does that mean that the bluray play itself is a 4k bluay player capable of playing 4k content ?

My understanding is that 4k upscaling means it will take 1080p content and upscale it to "something like 4k". Does it also mean that the same bluray player is capable of playing native 4k bluray discs ?

If it's a 4k player then yes. It can get bloody confusing with the terms they use. Some that upscale are 4K players, others will only accept 1080p and upscale.

When Toshiba first came out with their 70" rear projection it had 1080P everywhere on the box. It would upscale to 1080P but would not accept 1080P input. Most found out after purchasing the TV.

My friend bought that TV without talking to me first. Only to find out it was a steaming pile of dog log...

No, an up-scaling player will not play a UHD disc.
