Stumpy, that refers to the ethernet connection between your computer's network card and the router. Two computers connected at this speed will exchange data quite fast; the slowest link is the limiter.
However, the data transfer rate between the router and the rest of the world is limited by the DSL or cable connection, which rarely exceeds 1.5mbps; usually lower for DSL, and varies greatly for cable.
