Mac, your analysis is very level headed if you don't mind me sayin' so.
Do I interpret your conclusion as "don't do this because it won't fix the problem"?
If so, what DO we do? Surely you wouldn't recommend we stand pat?
What im saying or tried to say is that we (the world not just the US)...
A. Have a serious problem with terrorists.
B. We are at least 50% responsible for the problem we have with terrorists today.
C. We will never solve our problem with terrorists by dropping bombs.
I think if we make 2 changes we can all but eliminate terrorism within a couple of generations.
#1. Stop fighting resource wars. Bring the troops home. Build more boats and planes and protect our shores from our shores. Let the middle east work its problems out or not. We cant go back in time and undo any mistakes but we can stop participating today. If we put our military budget/time/energy towards educating our military/police/cia/fbi etc we will do a better job at stopping terrorist activity here.
#2. Stop letting it be okay to crack jokes about groups of people. Stop letting it be okay to incorrectly blame an entire group for what some do. I personally never set a church on fire but some white men do that. My girlfriend is Puerto Rican and she has never stolen anything but some Puerto Rican's do steal things. So say/think "that criminal set a church on fire" not "white males set churches on fire".
Watch American History X. I think it does a good job of explaining how the slopes are made slippery by Archie Bunker type rhetoric...and once the ball gets rolling its difficult to stop it. Before 9/11 most of us here in the US didnt spend much time thinking about terrorism. The people in the middle east have been thinking about it/hating us for decades because of our constant meddling-for-oil.
