Sorry but I'm having a hard time getting a straight answer on this. Is it possible?

Poster in my other thread about the 4G LTE router says you don't even need the router but in same breath says tablet sends data via wifi, but isn't connected to wifi, only 4G. I can't be connected to both 4G and wifi at same time. DId he mean to say Bluetooth? Does the Apple TV need to be newer Because it doesn't work that way at my house but my Apple TV is older.

What brand and model of outer are you using?
My mechanic told me, "I couldn't repair your brakes, so I made your horn louder."

There's no router yet but I was trying to figure out if it would work to use a
Novatel Tasman T1114 Verizon . I raised the question in a different thread and was told I didn't even need that. Don't even need a router.

It uses wifi directly with the Apple TV. Which needs, after doing some research, to be 3rd gen rev A or later ATV. Basically the latest two.

I am using an iPhone 7+ and ATV 4 and able to mirror the entire iPhone home screen as well as various apps including YouTube.

It appears only wifi needs to enabled on the iPhone. Of course on the ATV as well as that initiates a peer to peer wifi connection.

This guy states you need Bluetooth enabled on the iOS device. But mine is working without it. You can play with it though.

Since your iPad is LTE, it can actually connect to the internet to grab the YT videos or what not. If there is no LTE connection, then only content on the iPad can be viewed. YT allows to download videos before hand, but I believe that's a paid service.
