I am bidding on a community where they will have 4 cameras outside and the entrance and exit. The NVR and Modem/router will need to be outside in an enclosure. Any recommendations? I would normally use HIK Vision. Do I need a particular HDD in the NVR that will work better at low and high temperatures? I would probably like a heated and cooled enclosure. Any brands to look for?

We have spec'd Hammond Manufacturing enclosures in the past. They do have climate controlled enclosures.

Since the enclosure is going outside I would suggest the slopped Top enclosure. They have numerous sizes to choose from with all the accessories needed.
