My wife and I once pulled up to a red light, and one of those pickup trucks with a huge vacuum cleaner, intended to clean parking lots, pulled up beside us. We watched the driver open up a piece of gum, then nonchalantly toss the wrapper out his window. We looked at each other and cracked up.
He's guaranteeing work for himself or his cousin!

In some respects I think that littering is an act of disobedience. In the service we were lined up, double arm interval, every morning at 7:00am and swept the compound for cigarette butts. You'd think that we'd run out of butts after a couple days, but it seemed that every night the butt fairy would fly by and litter the place with more butts.
