I have to assume these guys mean rough and finish on a cookie cutter house, before they are actually sold. That is why they are terminated. Subdivisons like this are going on all over around us, but sadly I don't think I want to deal with these cheap builders who try to build the cheapest house possible and sell it for $400k.
