What are some options that work well? We are talking about a small conference room that might get used for VC'ing maybe once a month at the most. I know there are A LOT of variables none of which I know about but they don't want to spend thousands for a Cisco/Tanberg/Plycom type solution. Do you have any recommendations for a system that would have an HD camera for face to face meetings with a dedicated PC near the display.

Google Hangout and Facebook Live are about as cheap as you gan get.  Take a Camera attach it to the pc, attach a mic if you want, share documents that are on the PC.  That's the free categories.

Logitech has a vtc kit, works really well for what it is. Want to say it was $1500.

Depending on where you are, you can rent video conferencing and telepresence facilities for occasional use.

You might be surprised how cost effective the latest Cisco Webex CMR platform is... Sub $100 monthly subscription buys collaborative screen share with room integration. The SX10 endpoint supports rooms up to about 12' deep and can be had for around $2500 and is literally one HDMI cable to the display, complete with iOS app / CEC control of the display. For small businesses you really can't beat the value.

I like zoom.us. I think it works better and is much friendlier to use than webex, also cheaper. Zoom can be used on any device, but for an additional fee you can interface it to a VC room system, or they also have "zoom rooms" which is a lower cost room VC system. My clients and I have been happy with it.
