You can't set TV to full, only music but you can adjust the volume level up for the surrounds.
Also, make sure when looking at room settings that it shows the room + LS + RS and not just ??.

It does show room +LS +RS

Have you tried turning the surrounds volume all the way up?
They don't play that loud for TV so might just be super low.
