Is the new Apple TV able to be controlled by both IR and IP, without choosing just one or the other? By "new" I mean Model A1625.

As of a week ago, no IP.
IR does work.

Be aware: I've had some funny quirks with the control of IR on the newer Apple TV's. While I was able to swap out my Apple TV III for the new model at home with no changes in programming (using Control4), I've had two customers with URC remotes where the original pause/play commands don't quite work from the CCP URC database.

You can navigate and select just fine off the menu, but once the video starts, you can't pause/play in certain apps like Netflix. The only way I could get it to work correctly was to use a previous gen Apple TV remote that has IR and learn the pause/play command into the remote.

This cost me a service call since I hadn't bothered to test pause/play in Netflix.

Thought it was a fluke but had to do it two more times with a customer who had MX-890's.

I've had the same issue with GEN 2 ATVs & URC.

I think their Play/Pause code is just bad.

As of today you can only control a Gen 4 ATV with IR, Apple turned off HID so can't emulate a kb with bluetooth, no IP control without breaking laws in the DMCA.

if you can still teach IR codes to the appletv you are better off going that route.  this opens up additional transport functions (skip +, skip -, fast fwd, rew, etc)

add an old dvd player to your remote control project and use those codes to teach to the atv.

I wrote the question out on my phone and I missed an important detail.

I thought there was doubt when this Apple TV came out as to whether it could be controlled by IR, and people found yes, it could be. Doesn't that mean the alternative was IP? Did IP control of this never work, or work and then stop?

IP didn't work in the beginning. It didn't work a week ago. It didn't work last night. Guess what, it doesn't work today. Will it work tomorrow? Are you a hacker?

There was IP control, as long as you consider the Apple Remote App on your phone to be IP control.

I haven't looked in a couple of weeks but when it came out the new ATV didn't even support the Apple remote app.

He's questioning gen4. I'm replying in regards to gen4. Yes of course control via the Remote app worked on previous versions; it does not on gen4.

It was IR Vs Bluetooth as the new remote is Bluetooth. Result-yes IR also works.

The conversation then moved to arguments over where the IR receiver was on the device. Result - center point on front face.

Now it is which IR code set works. Result - Gen1/2/3 seem to work with Gen4

I found doing a URC MX-900 today that AUX->Apple-> last code set on list (forget name) worked without problems

URC 476 for reference has been the IR code set forever.
There is no truth anymore. Only assertions. The internet world has no interest in truth, only vindication for preconceived assumptions.

Can anyone confirm the working distance of stock Blutooth remote? Just want to know how far I could install the unit away from TV and still have the stock remote work.

I don't know if it was a fluke, but we were getting Bluetooth control at about 20 feet from the AppleTV and through a double pane window. Your mileage may vary.
