So I was wondering if the new AppleTV has the capability to add a few apps, for example fing, speed test, wire path. Has anyone had any experience with this?

No. Entertainment only box. Limited App Store not the entire iOS App Store.

Obviously, it would be dumb for a control system to come up with something (unless you could use one with a standalone touch screen) but I could see apps like surveillance being very beneficial.

I would think the number of actual useful apps would be small and I doubt very cost effective to develop. Being most surveillance apps are free I don't know where the motivation would be to invest in an app for the AppleTV that you have to give away. I'm not buying a particular DVR/NVR just because it's available on AppleTV.

Bit of A and bit of B. The Gen4 ATV isn't running iOS, it is running tvOS. App developers need to make new apps for this new device then go through Apple's usual hoops. I agree CCTV apps would be a MAJOR score for tvOS, but at the same time for some reason tvOS doesn't fully support a web browser which seems really odd to me. Apple seems like a company that could get web browsing on your tv to work. I expect by middle of '16 there will be a whole bunch of apps for tvOS.

From everything I read and heard on different podcasts etc, the lack of a browser was intentional.

I installed my first one the other day and other than the new improved screen saver, which seems to be inspired by amazons fire tv. I don't see any great reason to get one at thus thime, unless you are all apple all the time I watched the blue tooth setup fail after multiple a tempts and the ip control is broken. I'm kind of surprised that they released this

Played around with one of these at home last night. Bluetooth remote paired perfect. Original IR commands from prior versions works perfect. The bottom pops off with a spudger just like the v. 2/3 so stuffing the IR emitter inside was a breeze still. The swipe on the new remote works good. What I wasn't able to do, yet, was pair it with my iPhone "Remote" app like I did with the 2/3. I didn't see an option for that in Settings...may have to do this via iTunes?

I have this kit: [Link: ifixit.com] since it has many tools including metal and plastic spudger. If you only want the plastic spudger for opening up an appletv they can be found on Amazon too for a few bucks. Small plastic trim panel tools for automobiles work well if you have that; I have a set of those too.
