Ernie is right, classical music always works. We set one up in Berkeley, where students hung out by a theater and a Starbucks. Classical music did the trick.
A local convenience store does the same thing.

PLay the "nutcracker" over and over mixed with shotgun blast recordings.
Or mixed recordings with kids music. Barney, Dora, etc. should work.

A basic security system with a couple outdoor motion sensors and some sirens may work as well. Setup the system with IP and have it send an email notification to the owner when tripped. He can then disarm and arm the system from his phone.
