Webster considers both meanings of "revolve" as valid. However, what is definitely incorrect is the statement that a three-dimensional body revolves around its center of mass (a point); it revolves around an axis. So the second writer is doubly wrong.
But, barring any eccentricity in the distribution of its mass, doesn't that become the same thing at higher RPM? Since the Earth isn't absolutely balanced, its rotation about its axis isn't absolutely without gyration and is the cause of the Earth's precession. Removing millions of tons of material from various locations and moving it to another place doesn't help, either.
