Neither- the paper was applied 'well'. If it had been done 'right' or perfectly, they would have replaced the left plate with a decora insert for a phone jack and used the same kind of Pass & Seymour plate used for the one at the right.
My mechanic told me, "I couldn't repair your brakes, so I made your horn louder."

There is no code for either, so the orientation of each is fine.

Ground pin may be up, or down, on the outlet.

Locking Clip may be up, or down, on the phone jack (same with a data jack).



BUT:

The least they could do is have the wall plate level and true. It's not all that difficult.

Especially with a single gang plate.

However, this is probably an example of a trade doing his work without thinking: the paper was indeed applied extremely well. Look how well the dots line up vertically: that paper is positioned correctly within thousandths of inches. The paper hanger had probably been barked at previously for getting into other people's business by questioning the things he was supposed to cover with paper. "Just do your work and stop causing trouble." I can see that.


A question I once asked of an electrician who demanded that I "line up" my volume control with his double gang light switches: "Since your box is not level, do you want mine level with the left edge, the right edge, or do you want the top of my plate in line with the angle of your plate?"

The electrician had smacked the nail at the top of the box much harder than the one at the bottom of the box, so every box in the project was lower on the left.
A good answer is easier with a clear question giving the make and model of everything.

What is our reference for straight? The wallpaper? The camera angle? The phone plate could be the only level or plumb piece in that photo for all I know. :) Just put the sofa in front of it.
