Is there a DVR with Remote Access for 250+ users? i don't need simultaneous users, only the ability to add accounts for them. Also need a free smart phone / tablet app and easy setup for computers. is there such a beast?

How many simultaneous users do you think you will have max. at any given time ?
Finding a DVR than can support 250 accounts may not be a problem , but how can you make sure that no more than 2-3 users will be logged in at the same time . It sounds like you may need to look at some video hosting / streaming services .

i was thinking, hoping that i could limit the simultaneous users in the software. its for a daycare.

The first bottleneck will be your ISP , usually upload speeds are a lot lower then download , then even a good quality DVR is going to " choke " . I would look at something like http://www.click2stream.com , or google similar services that can host streaming video .

because they want a log of who and when?
or so when someone drops out they can delete the user?

Might be better to have one user account per classroom, and change/post the password monthly.
Technology is cheap, Time is expensive.

We did a theater recently with four rows of theater chairs, seven per row. The electricians asked how we wanted them connected to breakers. Each chair draws one amp. This is in 230V-land, so breaker values are 10 and 16 amps.

There's a five year old boy in the house. I thought about it and told them one breaker per row. While it's unlikely that more than two or three people will ever be adjusting chairs at a time, the day will come when that kid will have ten friends over and they will play silly symphony, moving all the chairs up and down, over and over, at the same time.  The electricians put each row on its own 10A breaker.

In your case, it's a daycare.  This is probably for parents and their use will probably be for live viewing.  You will be roundly cursed and hated, and maybe sued after, the day when something horrible happens within a couple of blocks of the neighborhood and fifty to a hundred parents want to look at live cameras.  Even if you tell everyone that only three people can log on at the same time, you will be blamed and hated.  Be real careful here.  This is dangerously close to life and safety issues.

You're going to need to look into a VMS system such as Milestone running on a Windows server. You're also going to want a failover server, a robust UPS system, etc. If you already have analog cameras installed, you can install encoders to make them ip, if needed. It's not going to be cheap, that's for sure.

Soooo much detail is missing that would make this combination of facts start to be sensible! Is this facility large enough that it's under the control of any kind of state agency? You've seen my other comments about it.
