Ive used both. There is nothing the full blown package has that LT doesn't. If all you need is to make drawings, LT is good to go.
No idea on DTools but that is stupid if true. I'll assume its true, thus ignorant.
I believe it's just a limitation of the LT version not being able to be "integrated" with other programs. Like they keep the API locked down if you don't buy the full-blown "professional" version.
It's AutoCAD's limitation, not D-Tools...
