Volume problem while controlling Samsung TV's with Control4 via RS232

We are having a problem when controlling Samsung TV's via serial with Control4 . When adjusting the volume up or down , instead of raising or lowering one unit at a time , it changes 9 units . For example , let's say the current volume is 12 and I hit the volume up button once , it will go to 21 , not 13 . If I hit volume down it will go from 12 to 3 .
Talked to Control4 tech support 2 months ago , they admitted something was wrong with the driver and opened a ticket , but so far no update . I've tried every single driver for the S and F series TV's and they all do the same thing .

Do any of you Control4 guys know how to fix this ?

you may need to escalate this up the chain. Been there done that

I did a one-way RS232 driver last year and I couldn't get the damn volume codes to repeat. You had to hit the button each time...

I did several dozen C4 systems using the Samsung IR drivers. Volume (and everything else) work just fine.
