I just had the same problem. I used an intergrated amp and used that as the primary volume. the volume in each room is the secondary. That solved the problem for me.

This module will provide the neccesary gain to bring your cable box up to the same level as your other sources. Also, check your receiver's specifications per each input. Some recievers have different sensitivities for Au, tape, tuner, etc. you might find that one of these inputs has a higher sensitivity than the input you have selected for the cable box.

Add an amp, but you can also pick the loudest "compression" setting, if yours is like that.
Before you can see the choices, I think you have to pick "advanced" as opposed to stereo or mono. Just an idea, depends on the box. Welcome to Cable.

Don't know your main amp/receiver, but some of them have discrete volume levels that can be sent via ir when changing sources. My Yamaha does this for me, now that I have entered the "world of cable." In fact, I have to pre-set an even higher volume for the digital channels than the analog channels. (Motorola 5100) I read your profile. Based on the lines you carry I would have to say this is the poor man's solution.

Munson, a cheap way out is to use the same attenuator that is used on RF signals. They come in different attenuation levels 3db 6db 8db 12db and so on. Use one on each channel (L and R) of each source that is too loud. Best of all unlike using another amp or preamp the levels cannot be upset by the end user (no return service calls). Keep in mind that being meant for RF signals you will need the appropriate F to RCA adapters to put the attenuators inline with the signal cables.
