What you could do is an RTI AD-4 or AD-8 (depends on number of zones) and RK1 keypads. Two conductors would power the keypad, and 2 conductors would carry IR. The keypads would operate in standalone mode and would have to be programmed for each respective zone. You would need a CB8 or other IR connecting block with one common output to the AD-4 or AD-8. I have actually done this before for somebody that had similar requirements but wasn't ready to invest in the processor or control system and it worked really well.
