My question to you is "Why there is no service run from utility wall outside of the house to structure panel?  Is it not a low voltage guy's responsibility for this run?"

I got some great job satisfaction a year or two ago in a restaurant when I cut a path of holes for one RG6 and the soft drink guy came in and used them to run his hose. When I came back, I explained the situation to the owner, then clipped his tube. In the middle.

That is so awesome

some cable techs can be real pieces of work. I remember coming back to a house to finish the theater system in which I had also done the tech drops. The cable guy told the customer I was using cheap connectors and cut all the ends off my wires in the basement and charged the customer $25 bucks per line to put new ends on them. They use the same PPC compression connectors we do
One thing I have learned in this industry. It is easier to pull a wire than it is to push one.

Seems like this job was low on infrastructure and a lot of heartache could have been avoided with just a little more foresight and development of the project.

That being said, there may be circumstances i am not taking into consideration.

I didn't do any of his cabling except some speaker wire for outdoor speakers and that tv. He had his electrician run all the rg6 and cat5 cable in the house prior. I added my cables just before the exterior of the house was done.

Most of the time I don't have issues with real techs, just the subcontractors . Onetime a customer of mine had a real tech show up to see her tv was unwatchable fuzzy. She said he looked at her and said that suck but your main line to the house is fine, so I can't help you.
I showed up and main line was +2 before. A 2way into a 8 way. All the splitters were the cable company's. What can ya say

Ya can say to the client, the cable guy is right -- the signal he provided is adequate. But whoever added the other equipment did not do the right job. It's very much like having a plumber install a new garden faucet with just the right pressure, than having a gardener attach eight hoses, turn them all on, and then complain that there's not enough water flow.
We can't give you a good answer, or maybe any, without the make and model of everything.

Ernie, you are ignoring 100 year old technology and repeating what 22 year old salesmen have told you. Shame.

Not at all a dumb question. Crap like this is too too common.

Check the brand of cable you ran versus the brand they use. If it's different, that will bolster your argument that they were lazy and stole (yes, stole) money from your client by using wire that he paid you to run. The cable company is a legal monopoly and they have zero right to use items they do not install.

I once found a few FM modulators by searching around on the internet, but I don't remember the product names or companies. FM is just above channel 6, so that could go back to the headend, but there... would you get this audio by somehow automatically setting the AVR tuner to the frequency you chose?

I got some great job satisfaction a year or two ago in a restaurant when I cut a path of holes for one RG6 and the soft drink guy came in and used them to run his hose. When I came back, I explained the situation to the owner, then clipped his tube. In the middle.

Ernie,
You helped me on the FM mod thing last fall. You mentioned Pioneer pieces in your RC mail to me but I checked my old RC mail and the wasn't a model number specified...

+1 on make the Cable company run a new line. I normally escalate for a supervisor and meet him at the job site to explain the situation so my clients don't have to jack with it and have to deal with the cable company's excuses as to why they had the right to take MY cable instead of running their own cable.
Insanity is doing the same thing over and over again and expecting different results...
