Okay, I know this isn't CI material but my wife and I both work and I try to help out with the cleaning. I have used a razor blade scraper with great success in the tile walls but still am at a loss for the tub.
That scrubbing bubbles stuff still requires a lot of elbow grease so I thought oven cleaner would be a great idea since it vaporizes spills on the stove and inside of the oven.
Any thoughts?

Hmmmmmm.......curious. I have the same problem with our fiberglass tubs. Also the dreaded toilet ring. It is my fault for not cleaning often enough to prevent. Nothing available in the bathroom cleaning section at the wal-marts sends to have enough deadly chemicals in out to take the stuff off.
I am sure my grandma would have had a trick up her sleeve....but she also had time to clean....no cell phone, no internet, no tv, no RC forums....

My tub is porcelain coated iron. Was thinking the lye woudn't faze the finish...

Strong bleach, the stronger the better. It will funk up the house but it works. Most "bathroom and shower cleaners" are rubbish, unless they contain strong bleach.
I guarantee I'll tell you the truth and I guarantee I'll tell you what you need to know but I can't guarantee that I'll be telling you anything you want to hear.
My wife successfully removed the "stainless" from the bbq grill with oven cleaner!! I took it way from her before she used it on anything else ;-) I don't think I'd try it on tile......

If it is soap scum, the Dow Scrubbing Bubbles takes it right off. Soap scum will come right off fairly easy with a fingernail. If it is tougher than that...
I'm guessing that your "soap scum" is not soap scum at all, but rather hard water staining from calcium and lime. Get a good pair of household cleaning gloves, and some CLR... the stuff is really nasty, but you'll probably only need it about once every 3 months or so. If it is calcium or lime, that will take it right off.
My other favorite cleaning product is Oxy-Clean. Buy the granulated stuff. I love it for fiberglass tubs and fiberglass shower pans. Does a pretty good job on tile and grout as well. All the little bumps on the shower pan so that it isn't slippery to stand on, were collecting dirt. Our cleaning lady told my wife that she couldn't clean it, it needed to be replaced. I tried the Oxy-Clean on it, and next time the cleaning lady came, she commented on how quickly we got it replaced. I told her to start using the Oxy-Clean, and sort of hinted that I didn't understand why the pro didn't know the right product to use! (She seems to find lots of excuses, and misses lots of things, she's a short timer and just doesn't know it yet.) I just wet the shower pan down with the spray head, and then sprinkle some of the granules on, and use a sponge to move it around and get it well mixed and activated with the water. Then just let it sit there and do its thing for a half hour. Then scrub it around for a minute with a sponge, rinse off, and you are good to go.
This stuff. Its supposed to be for cars but its like duct tape and the uses keep growing :), BTW: it works really good on soap scum, especially in a foaming sprayer.
Super Clean, by Castrol. It's in a purple container, like anti-freeze. Works great. Don't inhale the mist. Don't get it on plastic with thin chrome or any other metallic plating- it will take the chrome right off. You can dilute it 3:1 and it will still take off any kind if crud.
Let it sit and use a sponge with Scotch Brite on one side if the tub is porcelain coated, but not on fiberglass. Then, you just want to use a sponge.
