They charge what the market will bear. And they have the right to, the same as any other professional. And if they are charging too much, they will be waiting for the phone to ring as you put it, and have to adjust their rates to what the market will bear. It’s as misguided to complain about their rates as when people complain about an installers rates. And in fact many of them started out as installers and through hard work learned to be programmers and thereby increased their earning potential.

And since when did "difficulty", in the sense of crawling through 150 degree attics have anything to do with what people earn? Tiger Woods gets to play golf for a living and makes a 100 million a year. If you ask me, a janitor that has to cleans toilets has a worse job than a guy that has to occasionally fish wire in attics, does that means he should make more than the low voltage installer?

The fact is that it is >MUCH< harder to find a good programmer than a good installer (and good installers aren't easy to find either). It IS a specialty whether you want to consider it rocket science or not. And there is a hell of a lot more to being a good programmer than "learning a few programs". If it's so simple, why don't you do it?

The overheard argument is false too. Who cares what their overhead is? If they have less overhead, more power to them. No different than Dell computer.
