I've found very interesting product, thanks to advertising on this site.
Avcast system (http://www.homeautomationnet.com) allows to link all the video sources and TVs at home.
There are 2 major components - CableCaster (splitter/combiner/amplifier) and MediaCaster (RF modulator).
The question is - are you aware of any similar solution where modulator supports PAL rather then NTSC?

A yahoo search for

PAL video modulator

turned up pages and pages of references. The second or third response was for a broadcast quality modulator.

ChannelPlus, a brand I know, lists its modulators as available for export supporting PAL...

Your profile does not mention where you are, so I am not able to tell if this is a good answer for you.
