Scientific Atlanta's 8300 "leaks DC" from its component video jacks, leaving equipment that is DC coupled vulnerable to the interference. A mistake of their engineers, and a problem that is becoming more common these days (Dish Network's new receivers have a similar problem as well.)
The advantage of DC coupling is that it makes bandwidth specs look better, but it leaves one vulnerable to this type of interference problem.
We ran into this a few years ago when the SA8300 began rolling out, and people would put it into their showroom distribution system - suddenly we'd get a call claiming all the amps died at once! Obviously, that wasn't the case - this DC trap fixed it.
