Does the Pronto TSU9400 or any other Pronto handheld, support two-communication via ProntoScript?

Absolutely. Though I don't know how it's done because I don't know PS.
I've downloaded a weather app from here and I am able to view the weather on my Pronto 9400. Of course it has to be connected to my network. However, I have two wifi routers. One for the pronto (bought a used one from 2005 era.) And one for everything else that is updated, made after 2011.

Keep in mind that the handhelds will not receive any messages while they are sleeping. This will not be an issue when fetching the weather from a remote website, but a message from an appliance will be lost if the message is sent while the Pronto is sleeping.

The Dev Guide is here on this site. There's also a thread I put together several years back about debugging and also one entitled something like "What Is ProntoScript" if you are inclined to want to try some things out.
