trying to get my tsu9600 sending it this via wifi but it will not work

From the link you posted, I wonder if the 'admin:admin' implies that you are using http with Authentication with a user id and password. This may require you to utilize the Philips HTTP toolkit.

Does this work in a web browser?

Could you shed some light on a link as to where you got this information? Possibly the make/model of the light and a protocol document?

if I type this in my browser it works

this api I get from a system called fibaro that i control with the computer.
But i want to turn the lights off and on with my remote tsu 9600
