In a webinar today it was said that it should be out in Dec.
Also it was not said that there would be any restrictions on who would be able to get it. Also the instructor said he had a beta and was just going over it.

The instructor likely had an Alpha version from Belgium R&D. There has been no official Beta released for testing.
