Does anyone know where to buy a RS232 cable to connect to port 4 (the 3 Pin Phoenix connector) of a RFX9600? Would like something off shelf that I doesn't require soldering. Assuming I buy right cable does this port work same as other ports? I am trying to use it to control Lutron Radio Ra lighting.

I haven't seen any "half" RS-232 cables. One could purchase a full cable and cut it in half, saving the unused portion for a rainy day or another system. Another way to go is to purchase a crimp kit.
All of the RFX9600 RS-232 ports are three wire.

I suspect he is actually after a cable that is 3-pin Phoenix connector at one end and DB9 at the other.

Yes, that is correct, and it would be the easiest and cheapest solution.

Do you have to wire a phoenix connector with pins on the end to connect with the one on the RFX9600 or can you just put the wires directly into the holes in the connector on the RFX9600? I see screws on top of the connector.

Put in 3 wires and screw them down. That simple.

I see screws on top of the connector. Just so it's clear. That phoenix connector does unsnap from the unit so you can work with it. Cut a 232 cable in half. Tone out your pins for TX RX and GND(varries by manufacturer but usually 2/3/5 ) insert the flying lead into the phoenix connector and screw down. Voila'
