Does anyone know if the DirecTV receivers, practically the H25 be controlled via the HDMI CEC protocol? I would like to control the H25 receiver with a Special set-top-box that I can configure to communicate via the CEC circuitry.

Sure, anything is possible. I thought you were trying to make a device to control it through IR though. Did you change your mind?

Well, the CEC seams to be a cleaner application, so I am trying to keep my options open. It would be nice to not have to reinvent the wheel. If I understand things correctly, the CEC protocol is in most everything, so why not use it.

Why not use CEC? You must be new to this industry. Do a little research and you will find out why.
