Can the TX-SR700 receiver / RC-516M remote 's standby function be programmed to a Comcast remote (the normal silver or grey ones, not the new ones) ? Even better is there a toggle function?

Use setup code 30135. Power toggle should work right away. If not, use the linked procedure with EFC 00180 instead of 00051.

30135 works fine but is only power on. 30842 works only to power off but by pressing setup-power. Tried for 00051 and 00180, but going back to 30135 takes me back to where I started with power only turning on. I don't think the 00051 or 00180 codes are taking.

Edit: I've been trying various programming for months trying to get "on" and "standby" via power and setup-power, or via a single toggle of the power button. Quite possible I've messed things up. Since there are two separate buttons on the remote I don't know if a single toggle power button will work.

The SR700 is unfortunately the last Onkyo receiver which doesn't have a Power toggle command, according to a 2006 spreadsheet from Onkyo.  So you'll need to use separate buttons to handle Power.

I'm curious as to which Comcast remote you have.   The red OK/Select remotes actually come in two versions.  Older models (in my experience labeled Comcast) carry only setup codes 30842 and 30135.   Newer models (labeled Xfinity) have additionally much more flexible and complete setup codes 31320, 31531, and 31805 for Onkyo receivers.  I recommend using 31531 if you have the newer model remote.  In that case, the Power button will turn on the receiver.   You can assign EFC 58052 to Shift Power to turn it off.  I've tested that.

If you have an older model, temporarily assign setup code 30842 and put EFC 00170 on Shift Power.  Then assign setup code 30135.

Only if you're curious:
You can unambiguously identify which remote model you have by using the 983 command to blink back the signature.  Older remotes are JP1.3 and have a 4 digit sig 3039.  Newer models are JP2 and have a 5 digit sig 25562.

I have two remotes both give the same 3039 code from the 983 command however they do both say xfinity one is grey one is  silver neither of them seem to work.  Maybe I can't get the EFC to stick or I'm misunderstanding "temporary assign".  31531 and 58052 switches to am radio.

Your remote has setup codes 30842 and 30135, not 31531. So EFC 58052 won't do anything except what happens when you press those digits individually (AM radio apparently).

As 3FG said, no toggle exists for the SR700 according to Onkyo's documents. The solution you posted in post 3 is your best option:

If you don't mind spending $8 on a programming cable, you can load some code that will allow you to make your own toggle using a toadtog bit. Otherwise, stick with the primary and shifted button method.

My problem is I cannot get the remote to function simultaneously wth 30135 and 30842. Only individually. I can use 30135 and have power on and normal volume etc. , but no power off , I have to push the physical button on the receiver (only one button on the receiver strangely) as the standby button on my factory remote RC-416M is broken. If I program 30842 all is get is power off, no other useful functions, and when I switch back to 30135 it is as if I never used 30842.

I would be happy with separate on/standby buttons, like the power and setup/shift-power. I also would enjoy playing around with cabels and programming on a modest level.

BTW, assuming it's discussion is not verboten, where can i find the onkyo documents, lists of EFCs, and other technical materials referenced?

The idea is to assign the EFC under one setup code, then switch to the other. Any such keymoves should stick after you change setup codes, as 3FG described. If shift-Power doesn't work for you, put it on some other button.

If he follows this thread, I'm sure he'll share those docs as well. I don't know where they are. Here are the EFCs for 30842 that I got from a SR702 user (prepend 00 to each):

So to use those codes, paste and Scrutinize in IR Scrutinizer. That gives you the protocol, device, subdevice and function. Now in Remote Master, make a new device upgrade using the data from Scrutinizer. On the Functions tab, use the device.subdevice and function code (goes in the OBC column). This will calculate the correct EFCs.

For compatibility with your remote (if you don't have a JP1 cable), you'll have to make 2 upgrades - one for device 210.108 (goes with 30842), the other for 210.109 (goes with 30135).

Oops. Now that I've actually looked at that spreadsheet, it's far easier than I thought. You could even add a few columns to calculate all the values for you. There is no need to use the pronto hex at all since all the data is in the first column.

Take the first command, Standby, for example. It's D26C 47. Converting each byte to decimal, you get 210 108 71 for device subdevice and OBC respectively. That and the fact the protocol is NEC is all you need to calculate the EFC in Remote Master.

I went through a similar exercise to get 400 or so commands for my Denon a while back.
