I think I've finally found the piece needed. I came across a product made by Innotech Systems called the SpitFIRE. Here's a brief from their website:
The Serial Port IR Engine is controlled via a full duplex bi-directional asynchronous serial interface operating at 2400 Baud, 8 data bits, with no parity. The host PC controls the SpitFIRE by writing commands in the form of simulated button presses to it. The SpitFIRE will respond by returning status information for every command.
This things only $100.00 and comes with software and the VB source code for the software. The only thing it doesn't do is learn, it comes with a built in library but according to their website a learing version is due soon.
This almost sounds to good to be true. Anyone have any experience with it?

Not tried it but I can recommend the RedRat 2 which learns as well as sends. www.redrat.co.uk- John

I thought about the RedRat 2 but I really like the Rear Panel Jack for Remote IR Emitter. I took a look at the software also and programming for it should be a cake. The library of codes it comes with is huge.
