I stream video/audio over the internet. From the internet I would
like to be able to change channels of the source video/audio.

Is there anything I can attach to my laptop that would let me
use my remote and send a command and have it go over the internet
to my home PC and retransmit an IR signal to the source video/audio.

The program I use to stream video is Windows Media Encoder 9.
It works well but no way to change channels.

Take a look at www.globalcache.com

They offer several boxes that are open format for controlling, and attach to the network, allowing it to be controlled from your laptop via the internet
There's no worse feeling than that millisecond you're sure you are going to die after leaning your chair back a little too far.
