Is there a device or software that will transmit every possible control code so I can find a new remote that will control this Digital Photoframe that will switch to A/V so I can watch cable on it.
Any ideas would be greatly appreciated

Nope. That would be billions of possible codes.

The best you can get is a standard code search, where the remote can transmit a specific code from from all the codesets it knows about, but that won't help if the code it's transmitting (usually POWER) isn't used by your device, or if your device is using a codeset or specific configuration of a codeset that hasn't already been used by another popular device.

And before anyone asks, it would be much more difficult with RF.

With IR, you'd have to switch from one code to another so fast that you probably wouldn't be able to stop the process on the correct code.
A good answer is easier with a clear question giving the make and model of everything.

Not saying this is a cookie cutter solution for all, but once upon a time I had a 3.5 inch TFT A/V display with 2 inputs: AV1 and AV2. I couldn't for the life of me alternate between AV1 and AV2, without the awful needed remote - that I lost.

Rumor had it that a RT-U49-1 Memory Guard remote could retrieve the code. So, luckily I had timewarner at the moment and that particular remote.

Here is how I did it:
1. Pressed and held the device button and the mute button until the mode buttons started blinking in sequence.
2. At this point you have to choose a mode button, unfortunately 3.5 inch TFT isn't on the remote. So I started with Cable and worked my way down to Audio.
3. Pressed and held the CH up arrow button until the 3.5 inch TFT Screen turned off.

My code was hidden in the audio portion of the remote. I guess since there are so many codes, some times they overlap and some devices may cross talk. This probably doesn't make FCC happy. I got lucky in the sort of it all. I didn't retain all the functions of the original remote for the screen, but at least I could power off and change the AV input.

This makes for a good story, but it will probably only apply to less than 1% of the population. I was within that chosen few that day.
