Is it possible to route a USB device (webcam/mic) that is connected to the USB HID input on a DM-RMC-SCALER-C through a DMPS3-300-C and out to a DM-TX-201-C USB HID port? I assume that if this is possible that it might have to be done in programming.

USB on DM is only for USB HID, pretty much a keyboard and mouse. You might be able to do this with the USB-EXT-DM going thru the courtesy LAN port of the scaler and tx, but it is best practice to use a dedicated cat5 cable for this.
