I did a search on this and could not find the answer. I'm sure this has been discussed many times, so I apologize in advance. How do I convert non-learned (IR Data) ccf files to mxg files? Obviously the universal browser does not work for this task. Thanks in advance.

You cannot convert Pronto IR Database codes... at least not without a Pronto.

Same problem I am having so I am just going to buy a cheap Pronto and then I can learn the commands on my URC remotes.

What devices are in the Pronto database that aren't in the URC database, or in some other useable format? I'm asking because I haven't run into such a case in a long time.

Do you mean the signals discussed in the thread at:

And posted (in the 900A condensed Pronto Hex format) in the CCF at

Those are fairly easy to convert for use with Universal Browser, as discussed in this thread:

This file when opened in the URC universal browser comes up as IR Data instead of learned IR. I am looking for learned IR so I can drag to the remote.

I understand Universal Browser can't read that format of Pronto Hex. That's why I linked to a thread that discussed using MakeHex to regenerate the codes in the form Universal Browser will understand.

Maybe "Audio Vision" from that other thread has tested it already and you can get files from him. Or maybe you can read a few threads about MakeHex and do the conversion yourself. Or maybe I'll find more time later to give more help.

I should also probably point out for future searches, that the Pronto's database does not always contain everything it says it has. It claims to have discrete codes for numerous devices, but in many cases those codes either do nothing or are the standard toggle.
