MX450 RF one does one doesn't - why?

I have two MX450s that a professional installer configured to work with my Yamaha AV and my cable provider. I have since successfully reprogrammed a few items and they were working perfectly

Now I purchased a TIVO OTA and had an antenna connected and revisited the programming on the 450. The RF signal comes in and goes into a universal IR converter that sends out the IR to various pieces of equipment.
The 450 that I fussed with doesn't seem to distribute the RF signal to any of the emitters. THe 450 that I didn't touch still activates all the emitters

So I looked at the RF configuration in the advanced area of both. They both seem to use the All emitters option, both have an ID of 0, both have a blaster on. I see the signal from both coming into the RF box. It's just that the one remote doesn't seem to activate ANY of the emitters.

Any ideas on what could be happening?

ID 0 is used for testing and NEVER used in an application.

Kgossen: although I agree, isn't it because 0 is common and "hack able" - it should work if that's what it's set to,no?

Look at them. There is a dial on it, with an arrow pointing at RFID #

I found the ID through trial and error. (No dial I could see on the unit)
What threw me was that the receiver red light was flashing regardless of the RF channel. Once I hit the right channel ID, the emitters lit up as well.

it is on the bottom face of it, you have to remove it from the wall if it is mounted using the supplied plate.
