CCP crashes when opening a CCF file

I created a HEX file using the MakeHexGUI "front end" for MakeHex downloaded from this site. The output looks good in Notepad. Example:

I then ran HEX2CCF on the output file. I've never used a CCF before so I don't know how to verify if the output is good or not. When opening the resultant CCF in Universal Browser the CCP application crashes!

I tried trimming the first line off the hex file and re-converted it; crashed again as soon as it tries to open the file.

Search revealed no reported issues with opening the file, only questions about what to do next; I can't get that far.

What is the hex command that you need? Maybe the structure is crashing CCP. I'd look into it, but it seems much easier to just send you a legit hex codes for the commands that you need.

Is it possible that a file with 100 codes in it is too big and would cause it to crash?

The codes I needed are in this document:

I ended up just manually copying from notepad & pasting them into the HEX editor, then dragging onto the buttons. This sucks because it renames the button to "hex data" every time you do this, but it works, sort of...

After spending half the day doing that I learned that Cambridge Audio uses toggle bits in their codes. Pressing a button on the remote twice is supposed to send out an alternate code so the pure hex code doesn't work reliably! I think there is a way to implement this in MakeHex using the Define T parameter but I don't know.

So I started to use Learn-2. The problem I have with this feature is there are options for repeating codes that I don't fully understand yet. Also success for the second learn seems to depend on how long I hold the button. So much for my day off!
