OK, I have been to the dealer portal for URC and asked their techs about the problems you guys were having. The question is whether you were possibly given some incorrect info about your MX-880s. These are the posts.

1st post: I asked:

Are there first generation MX-880 remotes that are not Windows 7/8 compatible
A customer that I have said that he had a MX-880 remote that was not compatible with Windows 7/8. I told him that I have programmed many MX-880 remotes with Windows 7 and 8. He said that this was the first generation of remotes that was not compatible and that later remotes were changed to make them compatible.

2nd post- they answered:
For windows 7 it is compatible you just have to install the driver manually. On windows 8 and up you first have to disable the driver certification check and then you have to install the driver manually.

3rd post - I asked again:

Are you sure that this problem is due to not loading the correct drivers? My customer said that his would not connect to Windows 7 because a physical problem with the USB connection. This problem was with the first MX-880s and later ones had modified USB ports to correct this problem. I have heard this from more than one customer so I want to be 100% sure that you are certain of this.

4th post- they answered:

5th post: I asked again:
I know how to connect the MX-880s that I sell and program. I stated that I know of two people that have been told by URC that they received the first batch of MX-880s and there was an issue with the USB port that did not allow them to connect to Windows 7 or Windows 8. They were told that they must use a Windows XP laptop. This problem was fixed and later MX-880s could connect with Windows 7/8.

I am asking this question because I don't want to run into one of these MX-880s out in the field and blow and hour or two trying to install drivers and not being able to connect because of this problem. Can I tell these guys that if they follow the instruction sheet that you attached they will be able to connect to Windows 7/8? Again, my question is....did some MX-880s have a problem with the USB port that prevented them connecting to Windows 7/8? Yes or NO?
I know that if this is true I could pull out my old XP laptop to program it but was wondering if what he is saying iHere is a URC technical paper on Drivers. As Antonio stated there are also many posts on this topics true and if anyone had ran across this problem.

6th post - they finally answered:
The answer to your question is "No", there were never any problems with USB connectors in any version of the MX-880.
All the issues, with regards to connectivity, were related to Windows Drivers and changes in the OS's since XP.
You can confidently tell your guys that if they follow the attached instruction sheet they will be able to connect to Windows 7/8 machines.

According to URC if you have the right drivers you should be able to use a Windows 7/8 OS to program your remotes. I know this is possible because I use Windows 7 and 8 laptops to program these remotes. Installing the right drivers can be knda of a pain and some of these remotes require other programs like WMC to work.
