DISH VIP722 Sporadic standby or IR Issues Help

Client equipment below in upstairs closet.
Yamaha RX-V675
PS3
Dish Network VIP722
Vanco Cat5/6 to HDMI balun
URC MX-780 remote
URC MRF-350 station
APC 9 plug Power Conditioner

Living room with High ceilings and has a Panasonic Plasma 50"

Back story:
Basically mx780 works just fine when I'm there (as usual, story of an installers life) but issue that the Customer is having is that they will change the channel on DishNetwork and watch for example TBS and watch show until its over and when they pick up the MX780 to change the channel the Dish VIP722 will not except any IR signal from remote. Dish VIP722 acts like its in sleep mode or standby mode. Customer has to hit main on Remote and press the Dish Activity to get it working again. But half the times that doesn't work. Remote still controls the TV and the Receiver except the Dish VIP722. As stated above all equipment works just fine except after they have watched a show for a couple hours and then Dish don't except IR signal from the MX780 to the MRF350. Its really bothering me to have this guy call me or text me and tell me its happening again and I can't find the problem to fix the issue. He said that the Dish VIP722 box was stuck in tv1 tuner mode and wouldn't go into tv2 tuner mode, but when I looked at this VIP722 it went into tv2. I did tell him that all the problems is coming from the Dish VIP722 box and that seems to be the issue but to me it just doesn't make sense that it works just fine and then it doesn't.


Things that I have tried: Don't get mad at me if I don't use the correct wording.
1. IR interference sniffing on channel 0 on the MRF350, and its just fine no interference.
2. Dish is on Channel 1 to receive IR, I changed that and tried all the other 15 channels. Also, check it every time i'm there at the customers house.
3. Changed the IR eye, and added 2 more so a total of 3 on the VIP722.
4. Researched all forums on VIP722 issues and have not found any that will work just fine and then stop working.
5. tapped the remote on the coffee table and the mrf350, out of frustration.
6. Called URC Support and they said try the "I" series remote, but as stated above it works just fine, so there is no interference, so don't feel that I need to swap remote out cause it works except the VIP722 and thats sporadic.
7. Customer lives on 20 acres so there is nothing else that can cause interference. Next house is like several miles away.
8. Unplugged, Rebooted and reset several times.
9. Unplugged MRF350 and took batteries out of remote
10. Fresh download on the Remote, and changed the MRF350 channel to 6.
11. Remote is programmed to use the Power ON.

Things that might be the problem but it would surprise me if it was.
1. Closet has a outside wall, and internet Flat antenna is bolted to that outside of that wall.
2. Router is mounted outside of the closet to get better signal, the customer mounted it there but as stated above no interference when I sniffed it out.
3. They have two kids that they might turn something on in their rooms that causes the interference but Kids don't have TVs in their rooms.
4. Customer has some low volt type of led lighting in the ceiling on the other side of the closet wall that they use.

How close is that MRF to the Vanco piece and the HDMI cables? What happens when the MX780 stops working and the customer grabs the original Dish remote? And why do you have 3 IR receivers on the satellite box? Do you really have the device added 3 times in your remote program so you can route it to three seperate outputs?
